Product overview

India has large, modern BOPP lines in Gujarat, Maharashtra, Madhya Pradesh and Uttar Pradesh. Plastic films and sheets exports were about US$2 bn in FY2024-25 (PLEXCONCIL, chapters 3920/3921).

BOPP film is the base layer for snack and biscuit wrappers, labels, tapes and lamination. Converters buy by type (plain, one- or two-side heat-sealable, metallised, matte, white opaque), thickness (10-60 µm), width and core.

Export buyers are converters in the Middle East, Africa, Europe, South Asia and the Americas. Food-contact compliance (EU Reg. 10/2011, US FDA 21 CFR 177.1520) and consistent gauge are the key purchase criteria.

HS note: Metallised films can fall under 3920.20 or 3921.90 depending on construction - confirm with your broker.

Market requirements by region

European Union

Food-contact films need a declaration of compliance under Reg. (EU) 10/2011 with migration testing. India lost EU GSP preferences for 2026-2028 (Implementing Reg. (EU) 2025/1909), so MFN duty applies; the EU-India FTA concluded on 27 Jan 2026 is not yet in force.

United States & Canada

US converters buy specialty grades; food-contact under FDA 21 CFR 177.1520. US duty on Indian goods as of 22 Oct 2026 (per our compliance research, secondary legal analysis): MFN rate plus a 10% Section 301 tariff in force since 24 Jul 2026; Section 232 goods (steel, aluminium, copper, autos/parts) pay the 232 rate instead. Re-verify before quoting landed cost.

Gulf (GCC)

Converters in the UAE and Saudi Arabia buy Indian BOPP with short transit times from Mundra/Nhava Sheva. India-UAE CEPA (in force 1 May 2022) gives preferential duty against a CEPA certificate of origin.

Africa

Growing snack and FMCG packaging demand in East and West Africa; Kenya PVoC may apply to packaging films.

Frequently asked questions

What thickness should I buy?+

It depends on the structure: 12-20 µm for print or barrier layers, 20-40 µm for heat-seal and overwrap.

What does 'dyne level' mean?+

Surface energy after corona treatment. Printing and lamination need at least about 38 dyne/cm, and it decays over time.

Is the film food-contact compliant?+

Producers can provide EU 10/2011 and FDA declarations with migration test reports.

Can you supply mill rolls?+

Yes, for converters who slit in-house; most export trade is slit rolls to width.

How is film protected in transit?+

Rolls are stretch-wrapped, end-capped and crated or palletised, with desiccants for humid routes.
