Product overview
India's chocolate and confectionery industry depends on imported cocoa: domestic production (mainly Karnataka, Kerala, Andhra Pradesh and Tamil Nadu) covers only part of demand. Indonesia supplied about US$0.68 bn of cocoa products to India in CY2025 (Comtrade via Trading Economics, research file); Malaysia's grinders, Côte d'Ivoire and Ghana are the other main sources.
Buyers are chocolate and confectionery makers, biscuit and bakery manufacturers, malted-drink and dairy-beverage brands, ice-cream makers and craft chocolatiers. Large multinationals buy direct from global grinders; mid-size bakeries, regional confectioners and craft makers buy smaller lots through importers.
Cocoa prices hit record highs in 2024 and remain volatile (ASSUMPTION — check current ICE futures), so contracts usually reference futures plus a ratio or differential. FSSAI and plant-quarantine rules apply to beans.
HS note: Cocoa paste/liquor is 1803, cocoa butter 1804, cocoa powder (unsweetened) 1805, and sweetened chocolate preparations 1806. Plant-quarantine rules apply to beans, not to processed cocoa products.

Frequently asked questions
What approvals are needed to import cocoa beans into India?
An FSSAI Central licence, FSSAI clearance on FICS per consignment, a phytosanitary certificate and plant-quarantine clearance under the PQ Order 2003. Processed cocoa products need FSSAI clearance but not plant quarantine.
Which countries supply cocoa to India?
Indonesia is the largest supplier, followed by Malaysia (grinder products), Côte d'Ivoire and Ghana.
Should I import cocoa beans or cocoa powder?
Only buyers with grinding plants import beans. Most bakeries, beverage makers and confectioners buy cocoa powder, butter or liquor from grinders.
How are cocoa prices set?
Usually against ICE (New York or London) cocoa futures plus a differential or ratio for the grade and origin, so prices can move sharply.
