Product overview
India is the world's largest milk producer but makes relatively little high-protein whey, so sports-nutrition brands, nutraceutical contract manufacturers and protein-snack makers import WPC 80 and WPI. Sweet and demineralised whey powders go into bakery, confectionery, infant and clinical nutrition.
The Netherlands, France, Germany, Ireland, the USA and New Zealand are the main whey-ingredient producers (ASSUMPTION — India-specific import values unavailable in the research file). Buyers include D2C protein brands, contract manufacturers in Gujarat, Himachal Pradesh and Maharashtra, and food processors.
Dairy imports are sensitive in India. They need a Sanitary Import Permit from the Department of Animal Husbandry and Dairying, a veterinary health certificate with India-specific animal-feed attestations, and FSSAI clearance. Brands using imported whey also face consumer scrutiny on authenticity (protein spiking).
HS note: Whey protein concentrates with more than 80% whey protein on a dry basis may be classified under 3502.20 (milk albumin); finished sports-nutrition blends fall under 2106. Classification affects duty — confirm with your broker.

Origin market notes
European Union
EU processors are the largest whey exporters; India-specific veterinary certificates must be agreed with the exporter's competent authority before shipment. The India-EU FTA (projected early 2027) is reported to keep dairy largely excluded (ASSUMPTION).
United States & Canada
US whey is price-competitive and widely used by sports-nutrition brands; certificate wording for India must be confirmed with USDA before contracting.
Australia & New Zealand
New Zealand supplies premium whey and milk proteins; check whether whey lines received any concession under the India-NZ FTA (in force 20 Oct 2026) — dairy is reported as largely excluded.

Trade policy note
As of 2026-11: dairy products including whey need a Sanitary Import Permit (SIP) from the Department of Animal Husbandry and Dairying before shipment and a veterinary health certificate with India's required attestations (including on animal feed); FSSAI Central licence and FICS clearance per consignment; FSSAI import shelf-life rules apply. Duty: verify on ICEGATE for 0404.10/3502.20 (not checked this session). Frequently asked questions
What approvals are needed to import whey protein into India?
A Sanitary Import Permit from the Department of Animal Husbandry and Dairying before shipment, a veterinary health certificate with India's required attestations, an FSSAI Central licence and FSSAI clearance on FICS for each consignment.
Why do dairy imports into India need special veterinary certificates?
India requires attestations on animal health and feed, including that animals were not fed certain animal-derived feeds. The exporting country's authority must agree to issue that wording.
How do buyers check imported whey for protein spiking?
By testing the amino-acid profile at an independent lab, in addition to the supplier's COA, before using the whey in finished products.
Which countries supply whey protein to India?
Mainly EU producers (Netherlands, France, Germany, Ireland), the USA and New Zealand.
