Product overview
Flavour and fragrance compounds are concentrated, formulated mixtures sold to food, beverage, personal-care, home-care and incense manufacturers. The global market is led by a handful of flavour houses in Switzerland, Germany, France and the USA, with many mid-size producers in Europe, Singapore, China and India.
India's imports of chapter 33 (essential oils, perfumery and cosmetics) were US$1.52 bn in CY2025 (Comtrade via Trading Economics, research file); the ingredient-only split is unavailable. Buyers range from multinationals with in-house supply to thousands of mid-size snack, beverage, bakery, detergent, cosmetics and agarbatti makers who buy through distributors.
Food flavours must comply with FSSAI's flavouring rules and need FICS clearance; fragrance compounds for cosmetics and home care follow chemical and cosmetics rules. Distribution for a mid-size foreign flavour house, with application support and small-lot supply, is the practical model.
HS note: 3302.10 covers mixtures for the food and drink industries; 3302.90 others (fragrances). Single aroma chemicals fall under chapter 29 and essential oils under 3301.

Trade policy note
As of 2026-11: food flavours need an FSSAI Central licence and FICS clearance per consignment and must comply with FSSAI's food-additive and flavouring standards and labelling. Fragrance compounds for cosmetics are raw materials (finished cosmetics need CDSCO registration); flammable compounds ship as dangerous goods and fall under the MSIHC Rules. Duty: verify on ICEGATE (not checked this session). Sources: https://fics.fssai.gov.in; https://cdscoonline.gov.in; research/06-compliance-logistics.md.

Import routes
Frequently asked questions
Do imported food flavours need FSSAI clearance?
Yes. The importer needs an FSSAI Central licence, and each consignment needs an FSSAI NOC through FICS; the flavour must comply with FSSAI's flavouring and labelling rules.
Do fragrance compounds need CDSCO registration?
CDSCO registration applies to finished cosmetics, not to fragrance raw materials. Compounds must still meet chemical-safety and dangerous-goods rules where applicable.
What is an IFRA certificate?
A statement that a fragrance complies with the International Fragrance Association standards for use levels in specific product types; personal-care brands usually require it.
What is the minimum order for imported flavours?
Distributors often supply from 5–25 kg per formula; principals usually ship by the drum.
