Product overview
India manufactures LED lamps, battens and luminaires at large scale, much of it under the white-goods PLI that targets components such as LED chips and drivers. The packaged LEDs (SMD 2835/3030/5050, COB) and many driver components are still largely imported from China and Taiwan, with premium packages from Japan and South Korea.
Buyers are lamp and luminaire assemblers, signage and display makers, automotive-lighting suppliers and street-lighting EPCs. They buy LEDs by bin (flux, colour temperature, forward voltage) and drivers by output current, efficiency, power factor and surge rating.
Finished LED lamps, luminaires, modules and LED control gear are under BIS's Compulsory Registration Scheme, so a trading house should either supply bare components to Indian assemblers or import only CRS-registered finished models.
HS note: Bare LED chips and packages are HS 8541.41; LED drivers (electronic control gear) are usually 8504.40; finished LED lamps 8539.52 and luminaires 9405. BIS coverage differs by line (see importRestrictions).

Yes. LED control gear and finished LED lamps, luminaires and modules are under BIS's Compulsory Registration Scheme; each model must be registered for the specific factory before it is shipped.
Do bare SMD LEDs need BIS registration?
Bare LED packages are not, to our knowledge, on the CRS list, which covers finished products and control gear. Confirm against the current list on crsbis.in.
What HS code applies to LED chips?
Light-emitting diodes are classified under HS 8541.41; LED drivers usually under 8504.40 and finished lamps under 8539.52.
What test data should I ask an LED supplier for?
