Product overview
India has one of the world's largest livestock bases and a long-established tanning industry. Finished leather exports were about US$445 mn in FY2024-25 (CLE). Main tannery clusters are Vellore-Ranipet-Ambur, Chennai, Dindigul, Trichy and Erode in Tamil Nadu; Kanpur-Unnao in Uttar Pradesh (buffalo); and the Bantala complex in Kolkata.
India's speciality leathers include buffalo, goat (kid suede and nappa) and sheep. Footwear and leather-goods makers in Europe and Asia buy them by type, thickness, finish and size, often against colour cards.
Environmental credentials (LWG audit rating), Cr VI-free processing and, for the EU, EUDR traceability of bovine hides are now central to winning orders.
HS note: Goat/kid leather 4113.10; sheep/lamb leather 4112; crust (tanned, not finished) bovine 4104.

Market requirements by region
European Union
Bovine leather is in EUDR scope: EUDR applies from 30 Dec 2026 for large/medium operators (micro/small non-timber operators 30 Jun 2027); the Commission's May 2026 review confirmed no further postponement. The EU importer files a due-diligence statement with plot geolocation, so expect requests for timber/hide traceability back to origin. REACH Cr VI limit 3 mg/kg also applies.
United States & Canada
Smaller market for finished leather than for finished products. US duty on Indian goods as of 22 Oct 2026 (per our compliance research, secondary legal analysis): MFN rate plus a 10% Section 301 tariff in force since 24 Jul 2026; Section 232 goods (steel, aluminium, copper, autos/parts) pay the 232 rate instead. Re-verify before quoting landed cost.
Southeast Asia
Vietnam and Indonesia footwear factories source Indian leathers.
East Asia
China, Hong Kong and Korea buy finished and crust leather for footwear and goods production.
General guidance, not legal advice. Confirm current requirements with your customs broker or the regulator.
Trade policy note
Export of raw hides and skins is restricted under Indian export policy; finished leather is freely exportable (ASSUMPTION for the 'free' status - per compliance research raw hides restricted, source https://www.dgft.gov.in, asOf 2026-11).

Frequently asked questions
What is LWG?
The Leather Working Group audits tanneries on environmental performance and traceability. Many brands require Gold- or Silver-rated sources.
Do you supply crust leather?
Yes. Crust is tanned and dried but not finished, so the buyer can finish it in-house.
How is leather measured?
In square feet per hide or skin, measured by machine. The invoice is by area.
Can you match our colour card?
Yes. Lab dips and swatches are made first for approval.
How does EUDR affect leather?
From 30 Dec 2026, EU importers of bovine leather must file due diligence including the origin of the cattle. Indian tanneries are building traceability for this.
