Product overview
India is the world's second-largest footwear producer. Leather footwear exports were about US$2.0 bn in FY2024-25 (CLE), led by the USA, Germany and the UK. Main clusters are Agra (the largest), Ambur-Ranipet-Vaniyambadi and Chennai in Tamil Nadu, Kanpur (including safety shoes) and Kolkata.
Factories make men's formal shoes (cemented, Blake and Goodyear-welted), casuals, boots, women's shoes, sandals and safety footwear, mostly to buyer brands and designs.
Buyers expect restricted-substance testing (chromium VI, azo dyes, PCP), leather traceability (LWG-rated tanneries) and social audits. EUDR traceability for bovine leather is on EU buyers' radar from December 2026.
HS note: Subheadings by sole, cover and protective toe-cap (e.g. 6403.40 metal toe-cap; 6403.59 leather soles; 6403.99 others). Uppers alone are 6406.

Market requirements by region
European Union
EU: REACH Annex XVII limits chromium VI in leather articles that contact skin to 3 mg/kg; azo dyes and other restricted substances are also tested. India lost EU GSP preferences for 2026-2028 (Implementing Reg. (EU) 2025/1909), so MFN duty applies; the EU-India FTA concluded on 27 Jan 2026 is not yet in force.
United States & Canada
The USA is the largest market for Indian leather footwear; footwear duties are high, so landed-cost checks per HTS line are essential. US duty on Indian goods as of 22 Oct 2026 (per our compliance research, secondary legal analysis): MFN rate plus a 10% Section 301 tariff in force since 24 Jul 2026; Section 232 goods (steel, aluminium, copper, autos/parts) pay the 232 rate instead. Re-verify before quoting landed cost.
United Kingdom
UK-India CETA has been in force since 15 Jul 2026; claim preference with a CETA proof of origin (DCTS proofs are not interchangeable).
Gulf (GCC)
Safety footwear for construction and oil and gas sells in Saudi Arabia and the UAE; SASO conformity via SABER may apply to PPE.

Frequently asked questions
What is Goodyear welting?
A construction where the upper, insole and a leather welt are stitched together and the sole is stitched to the welt. Shoes made this way are durable and can be resoled.
Can you test for chromium VI?
Yes. Each production can be tested at accredited labs against the EU limit of 3 mg/kg.
What's the minimum order?
Around 300-600 pairs per style, spread across sizes, depending on the factory.
Do you make safety shoes?
Yes, to EN ISO 20345 or ASTM F2413, with steel or composite toe caps.
Will EUDR affect leather shoes?
EUDR covers bovine hides and leather. Check whether your footwear's CN code is in Annex I. Either way, EU buyers increasingly ask for hide traceability.
