Product overview

DGFT's 'Chemical material & products' import group rose 25.3% to US$16.06 bn in FY2025-26 (tier 1). Indian paint, plastics, adhesive, water-treatment, agrochemical, textile and electronics manufacturers rely on imported performance additives — antioxidants, UV stabilisers, dispersants, defoamers, rheology modifiers, catalysts and specialty silicones — that are made by only a few global producers.

The research file rates the line 3/5: good margins on low-volume, high-spec grades, but each product needs its own regulatory check because chemical QCOs and DGTR anti-dumping cases are frequent. India withdrew 14 chemical and polymer QCOs in November 2025, which eased some lines, but many chemical QCOs remain.

The usual model is distributing for a principal (often a European, Japanese or Korean producer), with technical service, local stock in drums/IBCs and small-lot supply to formulators.

HS note: Specialty chemicals are spread across chapters 29, 32, 34 and 38: plastic/rubber additives 3812, lubricant additives 3811, catalysts 3815, surfactants 3402, silicones 3910. Classify each product by composition.

Sourcing origins

DE

Ludwigshafen, Leverkusen, Marl, Essen

Global leaders in performance additives, catalysts and coatings chemicals; mostly through principal-distributor models.

CN

Shanghai, Ningbo, Nanjing, Zibo

Largest-volume source with growing specialty capability; highest ADD exposure in India.

US

JP

Tokyo, Osaka

High-purity and electronics-grade chemicals, specialty additives.

SG

Jurong Island

Regional production and distribution hub of global chemical companies.

Origin market notes

European Union

European producers dominate performance additives and sell through exclusive distributors; securing a distributorship is the main barrier. REACH compliance is a supplier-side matter and does not apply in India.

Assessment

Southeast Asia

Singapore (Jurong Island) and Thailand host regional plants and hubs of global producers, giving short transit times to Indian west- and east-coast ports.

Assessment

East Asia

Chinese producers offer lower prices and growing specialty ranges but carry the highest Indian anti-dumping exposure; Japanese and Korean makers supply high-purity and electronics grades.

Assessment

General guidance, not legal advice. Confirm current requirements with your customs broker or the regulator.

Trade policy note

As of 2026-11: check each chemical separately. India withdrew 14 QCOs on chemicals/polymers effective 12 Nov 2025, but other chemical QCOs remain in force (BIS licence for the foreign plant). DGTR runs frequent anti-dumping cases on chemicals (e.g. initiations on sodium cyanide, insoluble sulphur and DCC in Sep 2026). Hazardous chemicals fall under the MSIHC Rules and need DG handling. Frequently asked questions

Do imported specialty chemicals need BIS certification?+

Only if the product is under a QCO. India withdrew 14 chemical and polymer QCOs in November 2025, but others remain in force. Check the current BIS list for your product and CAS number.

How do I check anti-dumping duty on a chemical import?+

Search DGTR notices for the product and origin, then confirm the notified duty in the ICEGATE duty calculator for your exact HS code.

What documents should come with each chemical shipment?+

A commercial invoice, packing list, bill of lading, certificate of origin, batch COA and a 16-section GHS safety data sheet, plus a dangerous-goods declaration for hazardous products.

Can specialty chemicals be repacked for smaller buyers?+

Yes, with the principal's permission, correct labelling and SDS for the repacked product, and a facility suitable for the hazard class.

Which countries supply specialty chemicals to India?+

China supplies the most by volume; Germany, the USA, Japan and Singapore supply many high-spec additives and catalysts.
