Product overview
India imports most of its higher-end machine tools. DGFT's 'Machine tools' group rose from US$5.66 bn in FY2024-25 to US$6.48 bn in FY2025-26 (+14.5%, tier 1), and trade research puts imports at roughly 59% of apparent consumption (Ken Research, tier 5). Japan supplied about 47% of India's machining-centre imports in 2024, followed by China, Germany, Taiwan, South Korea and Italy.
Buyers range from automotive and auto-component plants to defence, aerospace, die-and-mould shops and thousands of MSME job shops. Domestic builders cover standard VMCs and lathes well; imports dominate 5-axis, horizontal machining centres, high-precision grinders and EDM.
The trading model is an agency or dealership with installation, operator training, spare parts and service engineers. Taiwanese and Korean builders without a strong Indian subsidiary are the natural principals (research file).
HS note: Lathes/turning centres fall under 8458, grinders under 8460, EDM under 8456 and presses under 8462. Parts and accessories under 8466.

Origin market notes
European Union
German, Italian and Swiss builders supply high-end and special-purpose machines with long lead times; the India-EU FTA concluded in Jan 2026 is expected to phase out many machinery tariffs, but entry into force is projected for early 2027 (secondary sources).
East Asia
Japanese builders sell through Indian subsidiaries and dealers; Taiwanese and Korean builders often lack Indian service networks and look for dealers. Lead times typically 3–6 months for standard models (ASSUMPTION). High-precision and 5-axis machines can fall under Wassenaar dual-use export controls in Japan, Korea and Taiwan, requiring end-user statements.
General guidance, not legal advice. Confirm current requirements with your customs broker or the regulator.
Trade policy note
As of 2026-11: new CNC machine tools are 'Free' under ITC(HS) with no broad BIS QCO (research file). The Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order 2024, which would have required BIS certification for many machine categories from 1 Sep 2026, was reported repealed on 14 Jan 2026 (ICE New Delhi; single source — confirm in the Gazette). Second-hand capital goods need a chartered-engineer certificate per DGFT rules. Frequently asked questions
Do CNC machines need BIS certification to be imported into India?
There is no broad BIS QCO on machine tools. The machinery safety Omnibus Technical Regulation that was due from September 2026 was reported repealed in January 2026; confirm the current position in the Gazette before shipping.
Can I import a used CNC machine into India?
Second-hand capital goods can generally be imported, but DGFT rules require supporting documents such as a chartered-engineer certificate on the machine's condition and value. Check the current Foreign Trade Policy provisions before buying.
Which countries supply most CNC machines to India?
Japan supplied about 47% of India's machining-centre imports in 2024, followed by China, Germany, Taiwan, South Korea and Italy.
What tests should be done before a CNC machine ships?
A factory acceptance test cutting your test part, with laser and ballbar accuracy reports, then a site acceptance test after installation in India.
Do high-end 5-axis machines need export licences?
Some high-precision machine tools are dual-use items under the Wassenaar Arrangement, so the exporting country may require an end-user certificate or licence. The supplier will say whether your model is affected.
