Key facts
- India imported US$22,640 million of specialty / alloy / stainless flat steel in FY2024-25 (mysteel.net).
- Sourced from 5 origin countries: ID, KR, JP, SE, DE.
- Certifications available from the supply base: ISO 9001, ISO 14001, BIS certification.
- Typical minimum order: Mill orders typically 20–25 t per grade/size; stockists supply cut lengths from ~1 t (typical).
Product overview
LOW PRIORITY — restricted line. India's steel policy aims to compress imports: iron and steel imports fell 5.1% to US$21.5 bn in FY2025-26 (DGFT, tier 1), and CY2025 import volume fell 13% after a safeguard duty. A definitive three-year safeguard duty on non-alloy and alloy flat products (12% → 11.5% → 11%) was notified on 30 Dec 2025. Over 150 steel products are under BIS QCOs, so every foreign mill needs its own BIS licence.
The research file recommends avoiding finished steel and keeping only grades not made in India: some duplex and super-austenitic stainless, nickel alloys, specific electrical steels and tool steels for chemical-process, oil-and-gas, power and aerospace buyers.
If pursued, this is a project-driven, mill-certificate-led business: each order is tied to a specification (ASTM/EN), a BIS-licensed mill (where a QCO applies), mill test certificates (EN 10204 3.1) and often third-party inspection.
HS note: Narrow stainless strip (<600 mm) is 7220; stainless bars 7222; nickel alloys 7506/7508; electrical steel 7225/7226. Grade-specific QCOs apply by Indian Standard, not just HS code.

Grades & variants
Austenitic 300-series
Widely made in India too; import competitiveness limited by QCO and duties.
Duplex / super-austenitic
Chemical, desalination and oil-and-gas service; partial domestic availability.
Nickel alloys / special steels
High-temperature and corrosive service; largely imported.
Packaging, MOQ & container loading
| Packing | Sizes | Notes |
|---|---|---|
| Coils / sheets / plates | Coils on skids or eye-to-sky; sheets in wooden cases; plates bundled | Paper or PVC interleaving for bright finishes |
Container load (estimate): 20' GP ~20–25 t (weight-limited, typical) · 40' HC Rarely used for dense steel. Large tonnages move break-bulk
Customisation: Cut-to-length, slitting, polishing via service centres

Origin market notes
European Union
Swedish and German mills supply duplex, nickel alloys and special steels where Indian production is limited; lead times are long and the mill must hold a BIS licence for any QCO-covered grade.
Southeast Asia
Indonesia's nickel-integrated mills are the low-cost source of 300-series coil, but Indian safeguard and remedy action against low-priced flat steel makes margins unpredictable.
East Asia
Korean and Japanese mills supply high-grade stainless and electrical steel; China's flat-steel exports to India fell ~48% in CY2025 after the safeguard (research file).

Trade policy note
As of 2026-11: RESTRICTIVE. (1) BIS QCOs cover 150+ steel products, including stainless flat products to IS 6911 (confirm current list) — the foreign mill needs a BIS licence and material must be marked. (2) Definitive safeguard duty on non-alloy and alloy flat steel: 12% (21 Apr 2025–20 Apr 2026), 11.5% (to 20 Apr 2027), 11% (to 20 Apr 2028), Notification 02/2025-Customs (SG) of 30 Dec 2025 — stainless coverage not confirmed. (3) ADD on several steel lines (e.g. seamless tubes sunset review, final findings 23 Oct 2026). Frequently asked questions
Do stainless steel imports into India need BIS certification?
Yes for products under the steel QCOs, which include stainless flat products to IS 6911 (check the current list). The overseas mill must hold a BIS licence and the material must carry the mark.
Does India's steel safeguard duty apply to stainless steel?
The definitive safeguard notified on 30 December 2025 covers non-alloy and alloy flat products at 12%, then 11.5% and 11% over three years. We could not confirm whether stainless grades are covered; check the notification annex for your HS code.
Which steel grades are still worth importing into India?
Mainly grades with little Indian production — some duplex and super-austenitic stainless, nickel alloys, certain electrical steels and tool steels — for process-industry and energy buyers.
What certificates should come with imported stainless steel?
EN 10204 3.1 mill test certificates, a BIS licence copy for QCO-covered grades, and for critical service, 3.2 certificates or third-party inspection reports.
