Product overview
Permanent-magnet BLDC and PMSM motors, with their electronic controllers, are the core drivetrain of India's electric two-wheelers, three-wheelers and e-rickshaws, and are increasingly used in energy-efficient fans, pumps and appliances. Trade press puts localisation at roughly 35% for motors and 22% for inverters/controllers (research file, tier 5), so a large share is imported, mostly from China.
Motors depend on neodymium rare-earth magnets, about 92% of which India sources from China (research file). China's controls on rare-earth exports have tightened supply, and the research file suggests Korean, Japanese and German motors and controllers as the alternative niche.
Government EV incentives reward local value addition, so imported motors can reduce an OEM's eligibility for demand incentives (ASSUMPTION — check the current scheme guidelines). Importers serve smaller OEMs, retrofitters and aftermarket service networks that need matched motor-controller sets and spares.
HS note: Motors generally fall under 8501 (DC/AC by output); controllers and inverters are usually 8504.40 (static converters) or 8537; motor parts 8503. Confirm the 8-digit line with your broker.

Origin market notes
European Union
German suppliers serve engineering-led, low-volume programmes (premium motorcycles, commercial vehicles); expect long lead times and engineering-change processes.
East Asia
China supplies the bulk of 2W/3W motors and controllers at short lead times; rare-earth magnet export controls introduced by China have tightened magnet-dependent supply (research file). Korea and Japan offer automotive-grade alternatives at higher cost.

Trade policy note
As of 2026-11: traction motors and controllers are 'Free' under ITC(HS) and not, to our knowledge, under a BIS QCO (appliance motors may fall under product QCOs, e.g. for fans — check). Vehicles using them need type-approval under CMVR/AIS, and EV incentive schemes reward local value addition, so imported content can affect an OEM's eligibility (ASSUMPTION — check current scheme guidelines). Frequently asked questions
Do EV hub motors need BIS certification for import into India?
Traction motors are not, to our knowledge, under a BIS QCO. The vehicle they are fitted to must pass type-approval, and appliance motors (for example in fans) may be covered by product QCOs — check before importing.
What HS code is used for BLDC motors and controllers?
Motors generally fall under HS 8501; controllers and inverters are usually classified as static converters under 8504.40. Confirm the 8-digit line with your customs broker.
Why are rare-earth magnets a supply risk?
Most BLDC/PMSM motors use NdFeB magnets, and India gets about 92% of these from China. Chinese export controls on rare-earth materials can delay motor supply or raise prices.
Does importing motors affect EV subsidy eligibility?
Indian EV incentive schemes set local value-addition requirements, so imported motors and controllers can affect an OEM's eligibility. Check the current scheme guidelines.
Can motors be customised for our vehicle?
Yes. Rim size, winding (speed/torque), connectors and controller firmware, including CAN protocol, are commonly customised at volume.
